Before coming to Japan, He completed his two Cambodian Bachelor's degrees in Business Economics and Finance and Banking at National University of Management and Royal University of Laws and Economics, respectively. In addition, he had 6-year experience in both private and public sectors in Cambodia.Summary of the thesis: Economic Land Concession scheme (ELC) allows the Royal Government of Cambodia to lease land to private developers. This paper argues that the capacity of the planning officials, transparency of ELC process and independence of the planning officials should be improved and strengthened. In case of conflict resolution, skillful mediators and trusts among parties to conflicts should be promoted, basing on mutual interests and consensus building.
